- Class A and B misdemeanor files: Rains County Clerk for County Court
- Fine-only city or justice cases: the municipal court or Rains County Justice Court that received the citation
- Texas criminal-history information: Texas Department of Public Safety, Crime Records Division
- Police incident reports: the municipal or state agency that created the report
